wsj.com.reuters.com.yahoo.com.Elon Musk personally ordered SpaceX to cut back the military-grade version of Starlink that Ukraine relies on, according to an exclusive report in The Wall Street Journal News Corp . The report said the move alarmed Kyiv and caused confusion inside the Trump administration. Citing U.S. officials and people familiar with the matter, the Journal reported that Musk capped the data speeds Ukrainian devices could use last week. That left some attack and interceptor drones close to useless. Musk and President Trump have both voiced frustration over Ukrainian strikes on Russian diesel refineries, and Trump denies ordering the limits.wsj.com
The report is the latest in a week of conflicting accounts over who throttled Starshield, a service Ukraine has no real substitute for.
Overnight from Oct. 13 to Oct. 14, Ukrainian military hardware moving faster than about 100 mph (160 km/h) began losing its satellite connection, Fortune reported, citing a defense technology adviser to Zelensky. Some units reported dropouts at lower speeds. Ukrainian officials said the limits made strikes on Russian logistics harder and slowed the interceptor drones used against Shahed attacks, Reuters reported. Starshield is built for government customers and runs on the Starlink network, while Starlink itself is SpaceX's commercial service, The Conversation explained.fortune.com+2
On Oct. 15, two U.S. officials and a Western official told Reuters that the order came from inside the White House and was passed to Pentagon leaders. A senior U.S. official said "no such request was ever made by the president". Musk wrote on X that Starshield is "owned and controlled by the US government" and that "any limits on speed or usage are decided by the US military and ultimately POTUS," CNN reported.edition.cnn.com+1
On Oct. 16, Trump said, "It wasn't me, and I don't think it was Elon". Secretary of State Marco Rubio called reports of a White House role "categorically false." He first said Starshield was not available to Ukraine, then acknowledged on Monday, Oct. 19, that "Ukraine has benefited from it," according to CNN. On the same day, Trump said, "I don't know who it was, but I'd like to find out." Separately, The Telegraph reported that Musk proposed the caps and Trump agreed, according to Yahoo Finance.finance.yahoo.com+2
On Tuesday, Oct. 20, Zelensky said he had a "constructive" call with Rubio and that the earlier Starlink and Starshield settings "need to be restored," Newsweek reported. Republicans including Reps. Don Bacon and Brian Fitzpatrick have demanded accountability. Sen. Thom Tillis called the episode either "an unacceptable error or lapse" or a "decision to clear the field for a Russian attack".yahoo.com+1
