Haiti gang threatens to kill 50 hostages after Kenscoff massacre

Armed gangs killed at least 47 people, including five children, in a devastating overnight attack on the Kenscoff farming community in the mountains above Port-au-Prince, with a gang leader threatening to execute more than 50 hostages if security forces continue their operations against the armed groups.

The attack began on the night of Aug. 23, when armed men stormed central Kenscoff and surrounding communities, killing residents, abducting more than 50 people, and setting homes and vehicles on fire. Twenty-two of those killed were reportedly executed inside a religious compound where they had sought shelter, according to the United Nations Integrated Office in Haiti.upi

Hostage Threat

On Wednesday, a gang leader known as Izo 2 posted a video on social media showing nearly 20 hostages, including three children. "If one of my men or a soldier dies, these people will be killed," the criminal leader said, according to the Haitian newspaper Le Nouvelliste. Izo 2 leads an armed group operating in Kenscoff in coordination with Johnson André, alias Izo, one of the most powerful leaders of the Viv Ansanm criminal coalition.upi

Prime Minister Alix Didier Fils-Aimé said the government would not back down. "Kenscoff will not be abandoned," he said. "Government authority will be restored, without weakness and without delay."upi

A Deepening Humanitarian Crisis

The Kenscoff attack comes as a new UN quarterly report documents the scale of Haiti's security collapse. At least 1,408 people were killed and 656 injured between April and June, while 796 people were victims of gang-related rape during the quarter. Some 3,050 people were killed in the first half of 2026 alone, with more than 21,000 killed since the start of 2022, according to Reuters.wtvbam+1

Around 1.47 million people — roughly 12% of the population — are now internally displaced, and an estimated 5.8 million face high levels of food insecurity. More than 2,600 people were displaced in Kenscoff on Sunday night alone.wtvbam

UN Secretary-General António Guterres condemned the violence: "The relentless gang attacks against communities and the loss of life underscore the alarming security conditions in Haiti."upi

Strategic Stakes and Elections at Risk

Kenscoff occupies a strategic position that would allow gangs to encircle Pétion-Ville and dominate routes connecting the capital with southern Haiti. Security operations had reduced violence in the area by 66% between January and August compared with 2025, according to the Armed Conflict Location & Event Data project, but gangs exploit limited police presence in rural areas when authorities concentrate resources in Port-au-Prince.upi

The attack raises further doubts about Haiti's ability to hold general elections scheduled for Dec. 13 — the country's first in more than a decade. The vote remains conditional on security being deemed sufficient to organize a free and fair election.wtvbam+1
