ft+1.kyivindependent.cnn.The Trump administration has told Ukraine and its European allies that the United States could stop sharing intelligence with Kyiv and block European purchases of US weapons for Ukraine unless Ukraine ends its deep strikes on Russian energy facilities. Two European officials described the warnings to CNN. The Financial Times first reported the threats, which put the NATO-backed Prioritised Ukraine Requirements List (PURL) at risk. PURL is the system European countries and Canada use to pay for American arms for Kyiv.cnn+2
The warnings came from the State Department and the Pentagon over the weekend. Some went from the US military straight to Ukrainian commanders, CNN reported. The FT said the calls to Kyiv and European capitals took place on Oct. 10 and 11. "They are calling Kyiv… they are calling everyone [in Europe]," one official who got a call from a Defense Department representative told the FT. The White House declined to confirm or comment on the calls.hromadske+2
The pressure came at the same time as Trump announced on Sunday, Oct. 11, that the two sides had agreed to stop hitting energy targets. "Effective immediately, there is an ENERGY CEASEFIRE in the War between Russia and Ukraine. Both parties have agreed. Do not break it!" he wrote on Truth Social. A senior Ukrainian official told the Kyiv Independent that Kyiv had no information about such a deal. Russia struck a power plant in Kharkiv after the announcement.kyivindependent
Zelensky later wrote on X: "Ukraine supports the ceasefire, and it is important that Russia support it as well. We are awaiting details from the American side". He said Russia had carried out more than 200 strikes on Ukraine's electricity facilities in the past week.headtopics+1
A European official told CNN that the intelligence and the weapons purchases are "vital" to Ukraine and called the threat a "sad day" for Kyiv and its allies. US intelligence helps Ukraine track Russian missile launchers and see where incoming ballistic missiles are headed. Stopping PURL purchases would hurt deliveries of Patriot interceptors the most, and Ukraine is already short of them. Another European official said NATO had not yet seen any change to PURL over the weekend.cnn
Washington has done this before. It cut off intelligence sharing in March 2025 after a tense Oval Office meeting between Trump and Zelensky, then restored it once Ukraine accepted a US ceasefire proposal.cnn
Trump has blamed the war for rising global diesel prices, which the US war with Iran has also pushed up. On Oct. 9 he announced a deal with Vladimir Putin to ease limits on Russian diesel exports. Trump suggested on Saturday, Oct. 10, that Ukraine needed a new leader.hromadske+1
Oil analyst Andy Lipow doubted the plan would work. He said Russian diesel exports had fallen from 800,000 barrels a day a year ago to "zero due to all the damage that Ukraine is inflicted on the Russian refining system".headtopics
