The network's key differentiator is that transaction fees are paid in USDC rather than a volatile native token, a design choice aimed at making costs predictable for institutional users. More than 100 applications and 100 institutional builders are live from day one, including DeFi protocols Aave, Morpho, and Uniswap , along with exchanges such as Binance, Coinbase , and Kraken. Circle's stock decline on Wednesday had less to do with Arc and more to do with fallout from the Senate's 49-50 procedural vote on the CLARITY Act on Tuesday, which fell short of the 60 votes needed to advance the crypto market structure bill. The bill's stalling is particularly consequential for Circle because unresolved questions around yield-bearing stablecoins — and the banking industry's concerns about deposit flight — remain central to the legislative debate. Arc currently runs on proof of authority with a permissioned validator set, a structure that made institutions comfortable enough to participate but has drawn questions about whether the network is truly a public blockchain or a private settlement rail with a public interface.
