reuters.com+1.theglobeandmail.com+1.reuters.com+1.Canada and the European Union launched an "Alliance for the Future" on Friday, Oct. 30, at the end of a two-day summit in Montreal. The two sides committed to an "ever-closer association" that stops short of EU membership, and they will spend the next year working out what that means. A joint statement said they will define the association by a 2027 summit.reuters.com+1
Prime Minister Mark Carney said he wants more than the statement says. "We are working towards the deepest possible partnership, short of accession — with Canada becoming the European Union's first Associate Member," he said. The "associate member" label does not appear in the joint statement. Germany and several other EU countries oppose the term, which has no legal meaning.newsday.com+1
The two sides concluded substantive negotiations on a digital trade agreement that sets rules for online commerce. They also finished an updated competition pact and a deal to steer European investment into Canadian critical raw materials. The minerals agreement was negotiated with the European Investment Bank. Canada will also join Europe's supercomputing network. Carney said Europe's JUPITER supercomputer can do in one day what Canada's most powerful research computer would need six months to finish.theglobeandmail.com+1
Canada plans to take part in the EU's 90-billion-euro Ukraine Support Loan. The statement gives no figure for Canada's contribution. Britain became the first non-EU country to join the loan in July. The two sides will also open talks on Canadian access to the Galileo satellite navigation system and the planned IRIS² secure satellite network. They will study exports of Canadian liquefied natural gas to Europe and start talks on Canada joining Erasmus+.lbcgroup.tv+1
Carney said Canadian cabinet ministers and European commissioners will meet in March. He expects to finish negotiations when he attends European Council meetings in June.newsday.com
The summit took place as both sides try to protect themselves from an increasingly protectionist United States under President Donald Trump. Trump has suggested the proposed arrangement could be a "hostile act." The United States bought 71.7% of Canada's merchandise exports in 2025.theglobeandmail.com+1
European Council President António Costa called the alliance the closest relationship the EU has ever built with a country outside the bloc. "Canada is by far the most European of non-European countries," he said. European Commission President Ursula von der Leyen said Canada cannot become a full member, but the goal is "a relationship as close as possible".newsday.com
