Kenneth Dart's investment vehicle Candle Lake Ltd. on Thursday launched a mandatory cash takeover offer for Evolution AB, the Swedish online casino and live dealer games provider, valuing the company at approximately 131.7 billion Swedish kronor ($13.8 billion).
