olympics+1olympics+1rediffThe International Olympic Committee on Tuesday provisionally lifted its suspension of the Russian Olympic Committee, opening a path for Russia's return to the Olympic fold ahead of the Los Angeles 2028 Games and marking the most consequential shift in international sports diplomacy since Russia's invasion of Ukraine more than four years ago.
The IOC's executive board said it acted after a review by its Legal Affairs Commission concluded that the ROC no longer includes as its members any regional sports organizations in territories falling under the jurisdiction of Ukraine's National Olympic Committee. The ROC was suspended in October 2023 for recognizing regional Olympic councils in four Russian-occupied Ukrainian regions — Luhansk, Donetsk, Kherson, and Zaporizhzhia — a move the IOC ruled violated the Olympic Charter and the territorial integrity of Ukraine's Olympic body.olympics+4
"The ROC confirmed that it does not, and will not, conduct any activities in these territories," the IOC said in a statement on Tuesday, adding that it reserves the right to reimpose measures if the situation changes. The Court of Arbitration for Sport had previously upheld the suspension in February 2024, rejecting Russia's appeal.rediff+2
While the provisional lifting of the ban removes the ROC's formal exclusion from the Olympic movement, the IOC has not yet decided whether Russia will be permitted to display its national flag, colors, or anthem at future Games. Russian athletes competed as Individual Neutral Athletes at both the 2024 Paris Olympics and the 2026 Milano Cortina Winter Games, barred from carrying national symbols and subject to vetting for ties to the military or active support for the war in Ukraine.themoscowtimes+3
Russian sports minister Mikhail Degtyarev welcomed the decision, saying it should clear the way for a full return. "Our country's return to the Olympic family is a green light for international federations to reinstate all our athletes," Degtyarev said.rediff
The decision follows a gradual easing of restrictions on athletes from countries involved in the conflict. In May, the IOC fully lifted all restrictions on Belarusian athletes, allowing them to compete under their national flag at the 2028 Olympics. Individual international sports federations, including World Aquatics, had already begun readmitting Russian competitors under their own flags in certain disciplines. However, some federations, including World Athletics, have maintained their own independent bans.arabnews+4
