The trust has seen substantial turnover since its founding in 2023. Of the five original trustees, four have departed. Richard Fontaine, CEO of the Center for a New American Security, joined in May 2025, and Mariano-Florentino Cuéllar, president of the Carnegie Endowment for International Peace, joined in January 2026.
