npr+1aljazeerareuters+1The death toll from the Democratic Republic of Congo's Ebola outbreak has reached at least 930, with 2,344 confirmed cases as of Saturday, Congo's Ministry of Health announced Monday, as escalating U.S. and Congolese travel restrictions draw warnings from aid organizations and diplomats that the measures are hindering both the medical response and economic engagement with the central African nation.npr+2
The Trump administration on July 13 began blocking American citizens in Congo from boarding commercial flights to the United States, placing them on a "do-not-board" list under Title 49 transportation authority until they have spent at least 21 days in a third country. The measure, based on updated guidance from Health and Human Services Secretary Robert F. Kennedy Jr., marked a sharp escalation from earlier restrictions that had applied only to foreign nationals.reuters+2
Seven American aid workers who had been fighting the outbreak are now quarantining at an isolation facility at Laikipia Air Base in central Kenya. "None of them have any symptoms, but they are being quarantined by the Kenyan government for 21 days," the head of the U.S. charity employing them told Reuters. The facility was built by the U.S. military, but Kenya's High Court blocked its operation in May after a legal challenge by the Katiba Institute, a civil society organization that argued the site posed public health risks. Despite the court order, Americans are now housed there — a situation Politico reported has drawn allegations from Kenyan activists that the facility is operating in violation of the injunction.dailysabah+7
The outbreak is also disrupting a U.S.-backed critical minerals partnership aimed at loosening China's grip on Congo's copper and cobalt resources, according to Reuters. A Washington meeting planned for last month to review American companies' interest in Congolese mining projects was postponed, and visits by suppliers, consultants, and investors have been delayed by quarantine requirements. The partnership agreement was signed in 2025.trtafrika+3
The UN Office for the Coordination of Humanitarian Affairs warned in a July 12 statement that "borders and supply routes must remain open," saying closures and blanket travel restrictions "disrupt humanitarian operations, health services" in the affected region. The World Food Programme has similarly reported that cross-border restrictions are "delaying deployments, staff rotations and delivery of critical supplies". Congo itself imposed a 21-day quarantine for anyone returning from Ebola-affected areas before they can travel internationally.reuters+2
The outbreak, caused by the Bundibugyo strain of Ebola virus — for which no approved vaccine or treatment exists — was first declared on May 15 and has expanded faster than any previous Ebola outbreak, according to WHO Director-General Tedros Adhanom Ghebreyesus. Thirty-seven deaths were recorded in a single 24-hour span from Friday into Saturday, one of the highest daily tolls since the outbreak began.aljazeera+2
