reutersreuters+1ndtvprofit+1China's Ministry of Finance on Sunday announced a coordinated recapitalization of eight state-owned banks and insurers totaling roughly 360 billion yuan (approximately $54 billion), its largest single push to shore up the financial system since the broader program was outlined at the annual parliamentary session in March.reuters+1
Three state-backed lenders account for the bulk of the injection. Agricultural Bank of China plans to raise up to 160 billion yuan through a private placement of A-shares, while Industrial and Commercial Bank of China plans to raise 100 billion yuan through the same mechanism. Investors in both placements include the Ministry of Finance, China National Tobacco Corp and its subsidiaries, with proceeds earmarked entirely for replenishing core tier 1 capital. The Export-Import Bank of China will receive a separate 30 billion yuan injection directly from the finance ministry.chinadaily+2
The banking recapitalization comes as weak loan demand continues to weigh on the sector. Lower interest rates have squeezed net interest margins, leaving banks with fewer internally generated earnings to rebuild capital buffers even as Beijing relies on them to channel credit toward infrastructure and strategic industries.the420
On the insurance side, China Life Insurance Group, the country's largest life insurer, will receive 35 billion yuan. China Taiping Insurance Group will get 7 billion yuan, and China Export & Credit Insurance Corp will receive 10 billion yuan. People's Insurance Company of China plans to raise up to 15 billion yuan through a private A-share placement to the Ministry of Finance, while China Reinsurance Group plans to raise 3 billion yuan.ndtvprofit+3
China Life said the injection would "strengthen the group's ability to withstand risks" and enhance the financial sector's capacity to serve the real economy. Several small and mid-sized insurers have reported deteriorating solvency ratios amid a prolonged low-interest-rate environment that has eroded investment returns.reuters+1
The program fits into a wider effort by Beijing to support growth after GDP expansion slowed to 4.3 percent in the second quarter of 2026, down from 5 percent in the first quarter. Rather than deploying a single large stimulus package, authorities are reinforcing the institutions they use to transmit economic policy. Stronger balance sheets give banks room to expand lending and give insurers greater capacity to channel long-term capital into markets. Whether the strategy succeeds, however, will depend on whether households and businesses are willing to borrow and invest.ndtvprofit+1
