Unveiled at the TechEU Equity Summit, the pact already has 13 institutional investors expressing intent to channel money into European venture capital and growth equity funds, including through the €15 billion European Tech Champions Initiative (ETCI) 2.0 and the €5 billion Scaleup Europe Fund.totaltele+1
The initiative targets a persistent weakness in European tech financing: while early-stage startups can often find backing, later-stage companies seeking larger capital injections to expand frequently struggle — or leave Europe altogether. The EIIP aims to create a structured entry point for institutional investors to access these opportunities.euperspectives

The pact has two pillars. The Commission will lead a Policy Dialogue Forum to discuss regulatory and investment barriers with institutional investors, while the EIB Group will establish an investment platform to connect investors with relevant funds and provide market information.euperspectives+1
The ETCI 2.0 is expected to mobilize up to €80 billion, according to the Commission. Its first phase, launched in 2023, backed 15 mega-funds and 47 scale-ups, including 15 unicorns. The Scaleup Europe Fund will target later-stage companies across artificial intelligence, semiconductors, robotics, energy, space, and biotechnology.euperspectives

The EIIP is part of the broader EU Startup and Scaleup Strategy, which centers on 26 strategic actions. Ten have been fully delivered, with most expected to be completed by year's end. The pact remains voluntary, however, and does not guarantee that tens of billions in institutional capital will flow into European companies — its success will depend on whether it can make the case that Europe's tech sector offers returns competitive with opportunities elsewhere.euperspectives+1
